Why Betting-Identity Verification Exists

The national card is a multi-layer ID system that includes biometric proof of the owner, plus a nationally circulated mobile phone number to confirm they're based in Ghana. And because this is a government ID document, it serves as the basis for most kinds of online validation, including those used by the banks to confirm digital accounts.

The Regulator and the Law

All lottery, gaming, and betting in Ghana is tightly supervised by the Gaming Commission of Ghana, backed by the 2006 Gaming Act 721. This law sets the minimum age for most forms of betting at 18, and mandates processes for verification and registration of all players who want to buy in. The legal power is backed by operational requirements set by the Commission. Betting operators are required to collect ID, like the Ghana Card, and are responsible for the identity checks and fraud prevention that's part of the licensing process.

Where Withdrawals Get Stuck

In most betting sites, the core friction is in the withdrawals. Many bookmakers check that the payouts only go to the same wallet that backed the original credit, and that this goes to the same owner. That's usually sorted by showing the original registered card, if the bettor was under 10 years old when the card was first issued. Then there are the loss of card situations, which need visual identification of the cardholder.
